- “Priority Production Area” – The community was relieved to see the Carbon Plant petroleum coke facility shut down, with the expectation that the site would transition to non-industrial use, cleaned up and possibly even restored as open space. It is unclear why there is now a county proposal to designate this location as a PPA in the General Plan. Viewpoint neighborhood is only 300 yards away, this proximity is too close for an industrial process. INCINERATES or pyrolyses plastics, potentially emitting VOCs, PFASs, other endocrine disrupters, or dioxin. Involves processing large amounts of odorous materials, which would be challenging to regulate after project approval.
Given these considerations we are urging that the Priority Production Area designation not be included for the site of the former Phillips 66 Carbon Plant in the proposed action under stronger communities. A PPA at this site does not align with fostering a sustainable or stronger community nor does it guarantee economic opportunities, health, safety and quality of life for all residents.
